However, a Service NSW spokesperson said some practical driving tests have continued during the coronavirus shut down.
"Orange has conducted 90 driver tests between April 1 and June 25, approximately 27 per cent of its normal capacity, 67 of these were in the month of June," the spokesperson said.
Some driving schools have also been operating for the past month, including the Birrang Enterprise Development Company, which helps students from an Aboriginal background get their licence.
Driving instructor Nick Frail said he resumed driving instruction about a month ago but at a lower capacity than before.
"We are disinfecting cars after every use, we make sure we wear face masks if we need to and if there's anyone showing symptoms or signs we don't do the driving lessons," Mr Frail said.
"At the moment we've had about 15 so far during the week but we haven't completely started back up.
"Once Service NSW get its testing going we will see an influx of people wanting to do the test and get lessons as well."
Mr Frail said the company employs four accredited driving instructors and as well as offering lessons in Orange, the instructors also travel to remote communities to help people get their driver's licences.
Although some testing has continued, the Service NSW spokesperson said all customers will be able to book a driver test online, over the phone or in a Service NSW Centre from July 1.
An additional 50 driver testers have been hired across the state to increase the number of tests available to customers.
Social distancing at the Service NSW centre in Lords Place will apply and measures are in place to ensure hygiene is maintained such as accessible hand sanitiser, gloves and disposable seat covers for testing officers and a wellness declaration for test applicants.
Before they undertake the test, learner drivers have to complete 100 hours of daylight driving and 20 hours of night driving.
