After extensive debate on Tuesday night council chose to remove the increase in their allowances for further discussion.
It had been recommended the mayoral allowance would rise by $9802 (to $54,072) and councillors receive an increase of $1608 (to $21,888) a year.
The mayor receives the allowance in addition to the councillor allowance.
The allowances were 10 per cent below the maximum allowed for Regional Centre councils as determined by the Local Government Remuneration Tribunal two weeks ago.
Orange has been reclassified as a Regional Centre council instead of a Regional Rural council which also meant an increased allowance.
The rest of the budget was approved, including the allocation of $500,000 to start planning for a development application for a mountain bike trail park on Mount Canobolas.
A further $50,000 was allocated in the budget for upgrading works at Perry Oval.
