In a separate matter council agreed to put the Orange City FutureCity plan on public exhibition for 40 days.
The report looks at major changes for the future of the Orange CBD.
Council also agreed to progress a rezoning application for the Northern Distributor Road and Leeds Parade that would enable fast food restaurants to be built on the site.
The council will also put a major report into the heritage of Orange on public display.
And council has agreed to support a design for a welcome sign to Orange to be placed at the eastern entrance at the intersection of the Northern Distibutor and the Mitchell Highway.
However, it has asked council staff for costings and the size of the sign and suggested changes including recognition of the Wiradjuri people on the sign.
