A draft heritage review of the city has just been completed and will be presented to Orange City Council on Tuesday night.
The review recommends all the houses in Hawkins Lane in East Orange be added to the list.
It has also recommended three new heritage areas be created in Orange.
The report has also renamed some conservation areas to better reflect their setting and local history.
The properties added to the list include a row of homes in Nile Street plus houses in Sampson, Prince, Margaret, Dalton and Spring streets plus sites in Matthews Avenue and Gardiner Road.
Six properties at Huntley have also been added subject to further investigation.
The three new areas are around Bletchington, Blackman's Swamp and Newman Park.
It is proposed the review be placed on public exhibition for 40 days.
The report follows community consultation and a workshop on the region's heritage.
It will also look at re-defining areas of significance within heritage areas to enable development work to occur without affecting the heritage of the area.
Sites suggested for further review include the former Electrolux factory, the Orange retail centre in Summer Street, both Kinross school sites, the Orange Showground pavilions, the Charles Sturt University water tower and hawthorn plantings in the city.
"There are many places within the larger-sized heritage listings which are capable of development without impinging on the heritage value of the larger or whole site," it said.
"A good example is a typical retail tenancy within the retail complex formerly known as Daltons and Myer."
