The plan, to go before Orange City Council on Tuesday night, also proposes limiting traffic in Byng Street to create a link between Robertson Park and the civic area, creating multi-storey car parks and having a railway line crossing on March Street.
Other proposals include having zebra crossings at most intersections and separated bike paths on Lords Place.
Free WiFi and 'smart poles' would be located throughout the city, blank facades would be replaced by public art while vacant shops would be used for shared office space programs.
The speed limit would be cut to 10 km/h on McNamara Street which would become home to market spaces and street art.
Robertson Park would gain an Indigenous-heritage theme while Matthews Park would be invigorated with water and active play areas, table tennis, half-court basketball and netball areas, room for outdoor cinema, all around a railway/transport theme.
The OC FutureCity report has been prepared for the council as part of plans to activate the CBD for shopping, working, living, tourism and improving traffic flow.
Council is expected to put the plan on exhibition.
A key theme of the report is to make the CBD more pedestrian and cycle-friendly and attract more people to come to the city centre.
It proposes introducing on-demand public transport bus services and pods for charging electric scooters and bikes, creating smart hubs and encouraging a night-time economy.
It proposes creating pathway and links through the city to connect areas including the new Department of Primary Industries building, Orange railway station, Wade Park and Matthews Park.
On-street car parking would be reduced and replaced by multi-storey car parks at the Ophir car park site and the Woolworths car park area.
The report proposes relocating the Woolworths store to Kite Street and turning the area into a major multi-level retail precinct.
There are also plans to create urban play and hangout centres throughout the city including at Wade Park and outside the Uniting Church in Anson Street.
Wade Park would also be upgraded with a large playground and 60-space car park.
The greening of the city would include having trees in the middle of major streets and having gardens on the sides of buildings.
It also proposes turning car yards on Bathurst Road and Edward Street and the current DPI building into medium density housing with communal parkland.
In Anson Street it is proposed to remove the fence in the middle of the road, have a large pedestrian crossing, outdoor dining, gardens and trees.
A staff report to council said the masterplan had followed community consultation.
"The FutureCity CBD upscale and renewal project is a two year $30 million project. Council has committed $5 million per year, for two years, to this project," it said.
