Cr Kidd said there would be a small public ceremony, with people keeping their social distance in Robertson Park from 11am.
However, he said there were other ways to remember.
"They can watch a movie. Breaker Morant, an Australian movie. It gives you a little bit of background on what happened," he said.
Troops from Australia fought in the war in South Africa from 1899-1902, crossing over the year of Australia's Federation, 1901.
Cr Kidd said he said about 40 people had attended previous services in Orange.
"It's been going since 2010. There has been good momentum over the years."
Orange identities Banjo Paterson and Sir Neville Howse were in the war.
He said about 24-32 volunteers from this district fought in the Boer War.
