Peter Adam Lee Brown-Glass, 30, of Buff Road, Ingleburn, was stopped at Lucknow at 2.20pm on November 17, 2019.
He passed the breath test but tested positive to cannabis.
Brown-Glass was arrested and taken to Orange Police Station for a breath analysis and told police, "I only smoke tobacco".
He did not hand over a driver's licence and gave the name and address for another man.
Brown-Glass's appearance was similar to the photo of the other man on the system when police looked it up.
However, on February 27, 2020, police were informed that the driver had given a false account and the man charged had not committed the offence.
A charge of driving with an illicit drug in his system against the other man was withdrawn by police.
Once his identity was confirmed, Brown-Glass was charged with driving when his licence was expired and giving a false name and address, as well as driving with cannabis in his system.
He provisional driver's licence had expired in December 2017.
Brown-Glass did not appear in court on Monday where he was fined $330 for each of the three offences.
Brown-Glass was also given two six-month driving disqualifications, one for driving with cannabis in his system and one for driving when his licence was expired.
