At Tuesday night's meeting, councillor Russell Turner asked about progress on the BMX track demolition at Anzac Park after councillors voted to level it in June.

However, community services director Scott Maunder said a development application would be required and it would take a number of weeks.

"We've done the preliminary work - it was as much about the need to manage the water once we remove the BMX track and how it impacted on our detention basin so that modelling's all been completed," he said.

Mayor Reg Kidd replied he was "stunned", but development services director Mark Hodges concurred.

"It is earth shaping and a DA is required," he said.

"The general rule there would be if you need a DA to build it, you would need a DA to demolish the development."

Mr Maunder said staff were working out the cheapest way to dispose of the fill and indicated it could be used for the Anzac Park netball courts about to be constructed.

Councillors also learned the roundabout at the intersection of March and McLachlan streets would be complete by the end of the month.

Traffic diversions have been in place since work started in January.

Councillor Glenn Taylor asked for winter-friendly planting at the completed roundabout at the intersection of Hill Street and Matthews Avenue.

"It's quite stark, it's empty, there's conduit hanging out of it and it really does need a spruce up," he said.

Infrastructure chair Jeff Whitton replied the council was waiting for Essential Energy to complete some work at the roundabout first.
