He already operates the other 7-Eleven in Orange on Bathurst Road.
"We've got approximately eight new team members, one is full time, and the others are currently casual," he said.
"We started recruiting in January and February and have been training our new team at our other Orange store.
"Since COVID19 we had a number of people who had previously worked in the 7-Eleven network, who were working elsewhere and had lost jobs or hours [contact us]," he said.
"I'm pleased we've been able to employ them and provide some shifts."
Mr Walayat said he was hoping to employ about four more casual workers from Orange.
"We still have some opportunities to join the team. We're looking for great people with good people skills and attention to detail, and we provide extensive training," he said.
Mr Walayat said he and his young family moved to Orange a few years ago.
He started as a store team member and became the franchisee of 7-Eleven Orange in 2016.
Mr Walayat said the store would be open 24 hours a day, seven days a week
He said customers would be encouraged to recycle any single use cups.
"At 7-Eleven, we partner with Simply Cups. We've helped them to recycle more than 10 million cups since early 2018," he said.
The store is also expected to be competitive on fuel prices.
According to the state government's Fuel Check website, at 2pm on Wednesday it was selling unleaded fuel for 89.7 cents a litre.
It was the fifth cheapest outlet in Orange.
The cheapest was the Metro Orange on Bathurst Road with 88.4 cents a litre while two sites had the dearest price of 94.9 cents a litre for unleaded fuel.
