Orange City Council will raise rates by 2.6 per cent from July in line with the Independent Pricing and Regulatory Tribunal's cap.

Residential assessments will increase by $38.42 on average, with total rates and charges adding $1.20 per week.

Garbage collection charges will rise to $439, up from $428, including rubbish, recycling and organics.

Sewerage usage charges per household will rise $13 for the year to $535 while water access will rise $6 to $275.

Water usage charges will grow by five cents a kilolitre to $2.50 for the first 450 kilolitres, and 10 cents a kilolitre to $3.75 for higher consumption.

Pensioners receive a statutory discount of $250 off their rates and $87.50 off water and sewer charges, plus council rebates.

Meanwhile the cost to send children to council-funded childcare centres will rise $5 a day to $110.

While many of Orange Aquatic Centre's charges will rise by about 2.5 per cent, several will remain unchanged.

All combined swim and fitness memberships will be the same as 2019-20.

Family 12-month swim-only memberships will remain at $1300 a year while single visits will stay at $18.

One-off visits for adults to the centre will remain at $7, although concession cardholders and children will rise 20 cents to $5.20.

Children younger than 12 months and swimmers older than 75 are free.

For businesses, rates will increase by $133.47.

The council's draft budget is due to be placed on public exhibition in May.
