Orange CBD Pty Ltd has proposed to redevelop a local heritage-listed house at 115 Endsleigh Avenue called Ivanhoe as a reception and restaurant, building a four-storey motel behind, on 155 Kite Street.
A 1990s extension would be removed from Ivanhoe and the two buildings would be linked with a lift lobby.
The building would also include a pool, gym, deck and barbecue area.
"The conversion of the existing dwelling ... provides an appropriate sense of arrival to the proposed development," the application said.
"The original dwelling will be retained and any alterations and additions will be respectful and confined to the rear, with minimal impact upon the streetscape. "

Ivanhoe is currently being used for residential purposes but after the changes, it would contain a restaurant and kitchen within the original building and a breakfast room, bar counter and reception area inside a replacement addition.
"Guests will enter along the driveway and attend reception," the application said.
"Once checked in, they will move their vehicle, if they have on, to the car park area and then take the lift to their room."
The Kite Street property, which runs along the railway line, currently houses a vacant shed and two smaller buildings, which would be demolished.
Thirty-eight parking spaces would be provided, which would increase to 47 using tandem spaces and valet arrangements and 62 with the use of car stackers.
"It is proposed that council allow the development to operate for 12 months on a trial basis to determine parking demand and whether the full number of parking stackers needs to be provided," the application said.
The application has asked to vary the maximum height limit to allow the development.
The application is yet to be assessed by Orange City Council and is open for public comment on the council's website or at the front counter until May 4.
