Officers from Orana Mid Western Police District started inquiries after reports the man allegedly attended a petrol station on Myall Street, Tomingley, at about 6am on Sunday.
On Monday, police in the region announced the "grace period" of issuing warnings was over.
Police will allege the man returned to Australia on Wednesday, March 18, and was advised he would be required to self-isolate for a 14-day period.
The notice has on-the-spot fines of $1000 for individuals and $5000 for businesses.
