Orange City Council will develop a floodplain risk management plan, which could include measures like building detention basins and clearing vegetation from flood-prone areas.
Mayor Reg Kidd said while the council would consider expert opinion, it was also important to learn from community insights.
"Residents can already see the kind of projects that can make all the difference, such as the big detention basin just south of the Emus sporting fields," he said.
"If the creek broke its banks, there's now a large open area where flood water can go safely without creating damage."
Cr Kidd said drought was the ideal time to undertake the work.
"It mightn't happen for a decade, or it might happen tomorrow after a big storm," he said.
He said it was also an opportunity for residents to check whether they were in a flood-prone area.
