At council's February meeting on Tuesday night councillors approved a development application for the $6 million project on grazing land at the corner of Leeds Parade and the Northern Distributor Road.
The meeting was held at Bowen Public School as the first of three meetings in the community due to work on a lift limiting access to the council chambers.
A development application for the 12-hectare site was lodged in September.
Councillors spoke of the benefits in jobs, providing a much-needed truck stop, yet another service station and more fast food choices in approving the DA.
The DA had been recommended for approval by council in a staff report.
A small crowd of about a dozen people attended the meeting.
It resembled an old-fashioned public meeting in a community hall as councillors had to do without modern trimmings including live streaming and microphones for all.
