Both the women's and men's Indigenous side will take on the Maori All Stars as part of the All Stars exhibition clash, with Lucknow's Jack Wighton named in the men's side for the February 22 clash at Cbus Super Stadium.
Vipers product Phillips will play her first game in national colours since lining up for the Australian Prime Ministers XIII in Suva, Fiji, in October.
The back-rower played three quarters of that match, which was a 22-14 win for the Australians, and since then has lined up for the premiership-winning Orange Vipers side in the Western Women's Rugby League competition.
She'll line up alongside Australian internationals Tallisha Harden and Shakiah Tungai under the watch of coach Dean Widden.
The side's curtain-raiser for the men's match will be a quest for the Indigenous All-Stars to reverse the 8-4 loss to the Maori side last year.
Wighton will likely line up a five-eighth for the the men's All Stars side, with the Raiders star hoping to line up alongside Cody Walker, should the incumbent skipper overcome off-season shoulder surgery.
The Raiders star would have been one of the first picked behind new Souths recruit Latrell Mitchell, speedster Josh Addo-Carr and Walker.
He won't hold the spot for the full 80 minutes, with coach Laurie Daley telling NRL.com players wouldn't be locked into positions for the clash, with Mitchell likely to spend time on the bench.
"I expect him to probably have a break at some stage given the intensity and the pace of the game. It usually finds the blokes out early," Daley told NRL.com.
"And we like to move [players] around and give them an opportunity."
Mitchell will start at fullback in the squad, giving him the best chance to stake a claim on the No. 1 jersey he wants to wear full-time for the Rabbitohs.
Fans were able to vote for the squad online, with Laurie Daley and David Kidwell using poll results in calculations for selecting final sides, and will be defending their title after a 34-14 victory in 2019.
