The winner of the category will be announced on Sunday as part of Orange's Australia Day celebrations, with 13 young people put forward for consideration.
Committee chairman Matthew Chisholm said the nominees ranged from sporting, namely Phoebe Litchfield, to political, with Emily Wooding serving on the United Nations Youth Parliament.
Asked whether Orange's future was in good hands, Mr Chisholm responded, "absolutely".
"There may have been some robust discussions, put it that way," he said of the committee's efforts to choose a winner.
The Citizen of the Year will also be announced on Sunday with five nominations.
Mr Chisholm said there were two medical practitioners, in palliative care specialist Dr Louis Christie and GP Dr Bernie Huxtable.
