Bernard Sharah moved to Glenroi 15 months ago and started a Facebook forum, Community Spirit Orange, due to the condition of 12 Maxwell Avenue.
The fibro house was burnt-out in July 2018 and Orange City Council issued a demolition order the following September.
In the time since, Mr Sharah said the building's condition had deteriorated - loose bricks lay on the doorstep, missing roofing has revealed exposed timber and wild weeds have grown more than a metre high.
Fellow resident Sue Duchnaj said it was a haven for vermin.
"If this was in town, this wouldn't be allowed to occur," she said.
Mr Sharah understood the house was uninsured and the owners did not have the funds to cover demolition or security fencing, but there was capital tied up in the land and financial risks would grow if anyone was injured.
"I suggest Council's solicitors negotiate with the owners to place a caveat on any future sale of the land to cover the cost of demolition - that way it's a win-win situation, the neighbours and community win because they get the demolition now and the council gets the money back eventually."
He said if those measures failed, the council should cover the cost of demolition in the interests of safety.
Despite concerns of exposed asbestos, council spokesman Allan Reeder said recent inspections suggested no immediate risk to the neighbourhood.
"This will be monitored while council staff talk with the property owners," he said.
Mr Reeder said the council understood the concerns of the neighbourhood and staff had been working with the owners about the future of the house, but any action to demolish privately-owned property was a serious step.
"There are number of legal checks and balances that have to be followed closely - these take time," he said.
