Orange mayor Reg Kidd said he would be calling a meeting with those businesses in the next few weeks to try to stop trollies being left around city streets.
"They are spread all over Orange," he said.
"I saw a young fella the other day with his partner in it and some groceries in it.
"It's dangerous. I know around the CBD I've seen them on the road.
"They could become loose and run into someone's car.
"They can run out on the road, and someone swerves and has an accident."
Cr Kidd said the coin-operated system that encourages people to return them to the store to get their coin back was a good idea.
"I think its incumbent on the other businesses who have trollies to come on board," he said.
However, he said some firms needed another reminder.
"I've been on council for 20 years, we have meetings with them, they say 'Oh yeah that's a great idea and we have person employed who goes around and picks them up'," he said.
"Well, have they been picking them up in the past two weeks? I think not because they are still all over the place."
"I'll be calling a meeting, probably early February, with some of those businesses who I know who own those trollies."
Cr Kidd said council staff were forced to remove dumped trollies from the streets which was a waste of their time.
"Our staff down at council impound a lot. These things are worth a lot of money, they are stainless steel," he said.
"We haven't got time for our staff, they've got enough other things to do, [to be] going around impounding shopping trollies."
He said shoppers needed to think about their community.
"People have the responsibility to their own community to return them," he said.
Over the past two days the Central Western Daily has seen many shopping trollies, from various stores, dumped around the streets of Orange, including coin-operated trollies.
Areas included Endsleigh Avenue, Clinton Street, March Street, Moulder Park, National Avenue and Lords Place.
