The council will continue negotiations with Bost Civil, Hamcon Civil and Haslin Constructions on the project, which will link Elsham Avenue to the Mitchell Highway.
The resolution noted calling fresh tenders could put government funding at risk and the project scope would be revised to find cost savings.
The council also resolved to explore further funding to meet any shortfall - the state and federal governments have each invested $3 million into the project.
Work is ongoing on the roundabout at the intersection of Hill Street and Matthews Avenue, with kerbing and guttering constructed and stormwater drainage installed.
However, councillor Glenn Taylor had questions about the quality of the seal on the road after receiving some complaints from residents.
"It's pretty substandard up in Matthews Avenue - I've had a couple of residents [saying] there's holes and gaps," he said.
He said residents were also told sealing would happen on May 26.
"It's just a basic thing to proofread something that goes to all the residents," he said.
"It created confusion - obviously people worked out it wasn't the true date but they were somewhat confused about when it was going to occur."
Technical services director Ian Greenham told councillors the sealing works were not finished and the roundabout would be finished in hotmix asphalt.
In other roadworks, asphalt has been laid to form the road off George Weilly Place to serve the future refuge for domestic violence victims.
Kerb and guttering has been installed along stage one of the Shiralee Road upgrade, ready for sealing, with crews moving onto stage two where excavation will occur in preparation for new pavement.
Footpaths were recently constructed in the park off William Maker Drive, along Moonstone Drive and Peisley Street, while the path was replaced in March Street.
