Brody Hines, 28, or Matthews Avenue, faced Orange Local Court via video link, charged with possessing an implement capable of being used to enter and drive a car.
Police said they received a report just after 6am on December 22 about two men acting suspiciously and hiding their faces while walking along Byng Street.
Officers located the men on Hill Street and searched them and found a pair of medical-style scissors, a torch and a headlamp, in addition to a Mazda key in Hines' wallet, which was worn and had smooth edges.
Police were concerned similar implements were used to enter houses or start stolen vehicles, but Hines told them the key belonged to an old vehicle, which was not in Orange.
He told police the torch and headlamp were to see at night.
In court, magistrate Roger Prowse pointed to the sentence assessment report.
"He says when he gets out, he's going to reoffend and doesn't give a dot, dot, dot - he doesn't care," he said.
"He doesn't seem to wish to resolve being a criminal."
Solicitor Andrew Abraham said there was no evidence to suggest Hines had entered a car and asked for a period of supervision, but acknowledged his client had a "high level of institutionalisation".
With Hines serving an 18-month sentence for break and enter, Mr Prowse said nothing he could do would make a difference.
"The sentence he's about to get will expire before he's released anyway," he said.
