Originally, councillor Kevin Duffy asked to lobby for a dam on the Macquarie River at Dixons Long Point, but the debate broadened into the need for dams in general.

Councillor Russell Turner said delegations have been sent to the UK to take advantage of Brexit but questioned the point if there was no water to grow the food.

"We're going to endanger a frog or a butterfly, but we have to do it for the future of this country," he said.

They also voted to make the Orange Ex-Services' Country Club golf course the preferred site for the $25 million multi-sports complex, however questions were raised about why the council should be spending thousands of dollars on the feasibility study when the funds were supposedly guaranteed.

The decision marks a departure from previous preferred site off the Northern Distributor Road in north Orange.

Tenders for stage three of the Southern Feeder Road were all refused because they did not meet the budget and negotiations with three prospective contractors will continue.

The tender for the roundabout at the intersection of Hill Street, William Maker Drive and the Northern Distributor Road was awarded to Hamcon Civil for about $4.8 million.

Councillors also voted to put $310,000 into the 2020-21 budget to add toilets to the Naylor Pavilion at Orange Showground.

A contentious six-unit development in Lily Pilly Place passed after after the developer agreed to cut the number of dwellings to four and the compromise was hailed a good compromise.

Meanwhile, about $24,000 in parking contributions were deleted from a gym proposal in Byng Street at the request of the business owner.
