A report to Orange City Council's meeting on Tuesday night recommends council change its preference to the Bloomfield site instead of the current preferred site off the Northern Distributor Road in north Orange.
It says the Bloomfield site has a number of benefits including existing power and water access, less administration costs, proximity to existing sports facilities and Orange hospital and the Southern Feeder Road.
The north Orange site is undeveloped paddocks.
Funding for the project was committed by the state government in this year's budget.
The report said changing the preference would be subject to the golf course land becoming available.
It is planned under a merger of the Orange Ex-Services' Club and the Wentworth Golf Club, backed by members last month, golfers would eventually only use the Wentworth golf course, therefore freeing up the Country Club course land.
The golf club has been told its lease on the Crown Land site is unlikely to be renewed.
The council report said the sporting fields would take over the site of the nine (of 18) golf holes adjacent to Sir Jack Brabham Park.
Detailed plans for both sites including the layout of sporting fields for summer and winter sports have also been revealed.
The report said the Bloomfield site could fit a 10,000-seat stadium with grandstand, a synthetic athletics track and field stadium, a cricket training facility, a recreation park, the Gnoo Blas Historical Centre, a skateboard park, basketball courts and cricket nets.
Proposals for different configurations of the grounds include the potential for six turf wicket cricket fields, six softball fields, four summer football fields, five rugby fields, 16 football fields and 20 touch football fields.
The report said the north Orange site would still be suitable for the sporting complex if Bloomfield was unavailable.
It would also have a cycling track and cross country running and walking tracks and room for six AFL playing fields.
