Council has received only one submission, which opposed the funding, after publicly exhibiting the funding proposal for 28 days.
The concert is at Heifer Station Winery on Saturday February 1.
A report for the council meeting said major siteworks were needed for the concert and the winery had received "quotes in the order of $160,000."
Council's funding is planned to be spread over three years with $40,000 allocated for the first year to assist with the initial work.
The report said the event had received "strong community support" on social media.
It said the 10,000 tickets were all but sold out and the event would inject $1.7 million into the local economy.
It said 40 per cent of tickets had been sold to people in the 2800 postcode, 15 percent to people just outside, the 2800 postcode, 11 per cent to day-trippers from the Central West and 34 per cent to overnight stayers.
