Councillor Kevin Duffy will put forward three motions - one to ask state and federal governments for a dam on the Macquarie River at Dixons Long Point, another to review the build order for the Southern Feeder Road and a third to establish a policy review committee.

Councillor Joanne McRae, meanwhile, will ask for a review of the number of committees the council facilitates, as well as a waiver of parking fees in the Ophir car park during the Christmas period.

Staff pointed out the regional priority was expanding Lake Rowlands to boost Orange's water security and current modelling had suggested supply levels would steady and even increase if temporary changes to the Suma Park Dam licence and Macquarie Pipeline trigger point were approved.

"Orange City Council does have a secure yield to support modest growth over the next 40 years," the report said.

"Another large dam would improve that position and allow Orange to expand at a much faster growth rate."

Deputy mayor Sam Romano said he expected to second the motion on Tuesday.

"Shifting pipes around, that's just playing catch-up," he said.

"If they want regional areas to grow, they have to provide the infrastructure."

Cr Duffy's motion on the SFR will ask to make the Escort Way to Cargo Road the next section built, including a roundabout on the Escort Way and consideration of traffic lights on Cargo Road.

The move would formalise requests made by councillors previously to upgrade Ploughmans Lane.

With the tender about to be decided for stage three from the Mitchell Highway to Elsham Avenue and government funding set aside for stage four from Anson Street to Pinnacle Road, staff indicated the work should follow after the two sections were completed.

They indicated the project might have to be broken up into three stages to fit within the council's budget.

While Cr Duffy asked to form an extra committee, Cr McRae asked to potentially cut them back, with a review into whether face-to-face committees were an efficient use of time.

"The recent report on councillor attendance at community committee meetings indicates varied levels of engagement."
