At Tuesday night's Orange City Council meeting, councillor Scott Munro asked whether restrictions could be placed on bore users in town.
"There's a lot of people that have rung me about people using bore water and being very un-waterwise," he said.
"Bore water is out of the ground, out of the aquifer, which could be running somewhere else."
Currently, bores are regulated by the state government and are not bound by council water restrictions.
Council chief executive officer David Waddell said rangers had already been liaising with businesses.
"There was an example a couple of days ago of a commercial premises with a beautiful lawn and we sent the rangers around," he said.
"Indeed it was a bore, but it was a bore going off at 10 in the morning on a sunny, hot day - what the rangers are doing is confirming it's a bore and ... saying look, from a perception point of view, take a long look at yourself and see if that's the perception you want out there of your commercial premises."
There are more than 100 bores in Orange's urban areas and people can apply to WaterNSW to sink a bore and take water, although a WaterNSW spokesman said applications must meet criteria.
Meanwhile, councillor Glenn Taylor asked staff to consider making the weekly hour of watering more flexible for those who could not water between 6pm and 7pm on Sundays.
"If that's the only opportunity, it makes it difficult for them," he said.
"What we should be doing is saying people can water for one hour on a Sunday."
