But the councillor has come out swinging, saying parking rangers were unfair in the way they conducted their patrols.
Cr Duffy's bus was snapped outside Kinross Wolaroi School in Allenby Road on October 16, which he posted to social media on Friday after Revenue NSW refused his appeal and informed him he would still have to pay the $344 fine.
He said he often had to wait for parents to move their cars before being able to stop legally but regardless of the outcome of his fine, he had questions over the rangers who caught him, saying the car involved was unmarked.
We've virtually declared war on our residents.
- Councillor Kevin Duffy
Cr Duffy again emphasised the $1.1 million raised through parking fines last financial year - by comparison, Bathurst and Dubbo councils raised $310,336 and $222,515 respectively.
"We've virtually declared war on our residents," he said.
"Parking officers should be like the police, they should be clearly seen and encourage people to do the right thing."
Councillor Glenn Taylor said he had asked for a report and made several requests of council staff to use "common sense" when applying parking fines and residents had "had a gutfull".
"People are being stung for trivial offences," he said.
With no change, he said he would demand the council follow a previous council resolution to have the parking vehicle clearly marked.
Orange City Council declined to comment.
