Cr Romano made the request after being unable to find a parking space in the Orange Civic Centre car park for the Orange City Council meeting.
Colour City Dance staged a concert in Orange Civic Theatre at the same time and parking was at a premium.
"Tonight I was late and I was later because I couldn't find a spot," Cr Romano said.
"I agree the mayor should have a spot and maybe three or four others should be allocated to councillors, or maybe 12."
But he said it was not the only occasion, having been fined previously for parking longer than two hours while on council business.
At the time, parking passes were issued to councillors, but later withdrawn after councillor Glenn Taylor labelled them "elitist".
"It's not being selfish, we come here to perform a duty and it's only fair we have [allocated] car spots," Cr Romano said.
A report will be brought back on the matter.
POLL: Have your say here...
Meanwhile, $30,000 has been set aside to re-mark disabled parking zones due to motorists being fined after not being able to see the lines.
Councillors were told warmer weather was needed due to the amount of paint needing to dry.
Another report will be brought back after councillor Jason Hamling spoke up on Ploughmans Lane, saying it needed to be a higher priority in the Southern Feeder Road program than "stage eight or nine".
"It's disgraceful when it rains, there's potholes in it everywhere and it is very widely used," he said.
Meanwhile, tenders for a roundabout at Hill Street, William Maker Drive and the Northern Distributor Road will close on Tuesday.
Last month, footpaths were built in Buckland Drive, William Maker Drive and Peisley Street, and replaced in March Street between Woodward and Sampson streets and Churchill Avenue between Glenroi Avenue and Tobruk Crescent.
