Police and the SES remain on the scene of the crash about five kilometres from the Mutton Falls Road turnoff.
A number of sheep died instantly in the crash after the driver lost control of the B-double truck.
"It was a single vehicle crash, a fully laden semi-trailer rolled," he said.
The driver was not injured in the crash and declined assistance from paramedics.
Chief Inspector Cogdell said the B-double was carrying 560 sheep. Some died instantly while others sustained injuries and will be euthanised.
Emergency services remain at the scene as the retrieval process for the B-double continues and injured stock is still being put down.

Traffic control is in place with one lane open.
A motorist who just passed the crash site said it appears the driver lost control of the B-double on a corner and rolled.
"It's on the Bathurst side of Oberon Mount, SES are at the scene, there's one lane operating and traffic is stop and go," he said.
"There's a lot of dead and injured sheep."
