John Davis retired at the 2017 poll after 13 years on the council, 12 as mayor, but rumours have been rife the businessman and philanthropist might consider another tilt.
Mr Davis said his mind was far from made up, but he had been approached by a number of people to stand again.
"The only thing I can say is anything is a possibility," he said.
Asked whether the running of the council since his departure had a bearing on any decision he might make, he said he wouldn't follow in the footsteps of former prime ministers who weighed into public affairs after their leaderships ended.

"I won't be like Abbott - I haven't been in the paper for the past 18 months and I don't want to start now," he said

Discussions about standing for the council have gained momentum in recent weeks - a forum for women was held last weekend and one councillor has sought information on attendance and training to inform prospective candidates about the demands of being a councillor.
Current mayor Reg Kidd, who also led the council the one year Mr Davis did not, has already ruled himself out of the 2020 contest.
The election will bring Orange in line with the rest of the state's council terms, after possible amalgamation delayed the last election.
