Cotter claimed 5-37 and Smith banged out a ferocious 65, but it wasn't enough to lift the Gladstone to a second straight win as the Warriors prevailed quite comfortably in the end, winning by 50 runs.
That result didn't look particularly likely to play out after Cotter decimated the Warriors' top order, leaving the greens struggling at 3-23 through the first five overs of the game.
Darcy Climpson (21) and Andrew Rutledge (34) set about resurrecting their side's innings though and added 62 for the fourth wicket.
Lawson Hamling (57) and Campbell Warburton (42 not out) then combined in a 66-run, seventh-wicket stand to help lift Orange City to 8-207 from their 40 overs.
Smith and Luke Wilson (18) kicked off the Gladstone's chase well with a 51-run opening stand but after that wickets fell consistently, with only Gary Cole (32) making any more real headway as his side was restricted to 9-157.
In Saturday's other Third Grade games Centrals Wanderers (7-216) took care of Cavaliers (153), Spring Hill (3-79) easily accounted for CYMS Kellys (75) and CYMS Bourkes (4-86) did the same to Centrals White (84).
The 2019-20 Centenary Cup season kicked off on the weekend and while the result and card from Kinross' round one, intra-club derby weren't available at time of publication, CYMS did knock off Orange City comfortably.
Will Rodwell (38) and Blake Randell (33) batted well as the Warriors made 4-117, but an unbeaten half century from Rick Canham (50 retired) inspired CYMS' three-wicket win, which they secured with 12 overs in hand.
Centrals and CYMS moved to a share of the Second Grade lead with their second wins on the trot, the red and blacks claim top spot thanks to their superior quotient.
After losing Sean Kelly (0) and Ben Sandford (1) early, Centrals' middle-order fired. Matt Tedeschi (55), Damien Caughlan (34), Graham Judge (28) and Adam Shepherd (27) all made inroads to life their side to 187, before restricting the Warriors to 8-180 in reply.
CYMS' Ike Dean-inspired win was equally as tight, the green and golds eventually prevailing with two wickets and just eight balls to spare.
Dean snared 5-28 as Kinross worked hard for 7-191 from their 40 overs, before Andrew Henry (43) fired at the top of the order for CYMS.
The green and golds were still struggling at 6-114 in reply though, but a lower order fightback from Harry West (37 not out), Ed Johnson (21) and Pete Gott (15) steered them home.
