Justin West, 28, of Sir Neville Howse Place, at the time of his arrest on October 10, was disqualified from driving from July, 2016 to March, 2025.
About 10.10am, police saw a Ford Falcon speed across Glenroi Avenue from North Street to Moad Street.
West then turned into Moad Place where he sped into a driveway and ran over a bike and stopped with the bike under his car.
West then tried to run from the scene but was caught trying to jump a fence.
He said he was driving to his mother's house so she could take him to a methadone appointment because the person who usually drove him was unavailable.
West was given a 12-month community correction order and his driver's licence was disqualified for another 12 months.
Solicitor Nico Rump said West was on an intensive correction order and parole for unrelated matters but the parole period had since ended.
