The 18-month-old was struck by the car at about 8.40am while the car was reversing out of the family home in what Central West Police District Inspector Mick White called a "horrible tragic accident".
Paramedics, Fire and Rescue NSW and police officers responded, with the child treated for injuries at the scene.
A spokesperson for Ambulance NSW said the child had lower limb injuries and an injury to their pelvis, as well as lacerations to the face and an injured left arm, which was later confirmed by Inspector White.

He said the child's injuries "didn't appear" to be life threatening.
"At this stage of the investigation it appears there was no negligence involved, and was a horrible accident," Inspector White said.
A helicopter was called and the child was flown to Westmead Hospital in Sydney, after the Orange chopper landed at the Dr Ross Memorial Recreation Ground just before 11am, where the condition is believed to still be serious but stable.
In unrelated incidents on Thursday morning, police were also responding to reports of dangerous driving along the Northern Distributor in Orange, with a Nissan X-Trail overtaking cars on solid lines.
