For the next 42 days both proponents and opponents of the proposal will be able to make submissions to the NSW Department of Planning, Industry and Environment on any element contained within the weighty 760 page document, excluding appendices.
Regis Resources Manager Special Projects Tony McPaul said Regis has worked closely with local landholders, councils and other stakeholders to develop the final location, site layout and operational arrangements for the project.
"We've made significant changes and refinements to our plans after listening to concerns from our neighbours and other stakeholders," he said.

"And we'll keep listening and refining our plans, wherever practicable, as the process continues."
Mr McPaul said Regis would hold another series of Community Open Days at the Blayney Community Centre on October 15 and 16 to coincide with the formal exhibition period.
"This will give neighbours and other interested parties another opportunity to provide feedback and ask detailed questions about the EIS and the project."
Mr McPaul also encouraged members of the community to participate in the formal assessment process by expressing their views on the project to the NSW DPIE.
The exhibition period runs from Thursday, September 12 to Thursday, October 24.
There will also be a community information session run by the NSW DPIE on Thursday, September 26, at the Blayney Community Centre.
President of the Belubula Headwaters Protection Group Dan Sutton said that the release of the EIS was great news for the community.
"This is the final report from all of Regis' consultants in terms of what it is that they intend to do, what they expect the impacts to be and how they expect to manage and mitigate those impacts," he said.

Hard copies can be inspected at the Blayney Shire, Cabonne, Bathurst and Lithgow council offices as well as a copy on a USB stick, on request, from the Regis office on Adelaide Street, Blayney.
