Mr Waddell has been working as the director of development services at Orange City Council since 2009.
Prior to this, he was a group manager with GHD Consultants working on numerous large and complex infrastructure projects.
He has acted as general manager at Orange City Council since May of this year following the resignation of the general manager Garry Styles.
Mr Styles left his role at Orange City Council in May this year after 14 years in the job.
Shortly after Mr Styles resigned Orange City Council's director of corporate and commercial services Mark Burdack also resigned.
Orange Mayor Reg Kidd said Mr Waddell brings a wealth of skills to the position and there were exciting times ahead for the city.
