Officials have this week been contacting at least five neighbours of the site at Lot 99 Emerald Drive to outline Housing Plus' plans for 19 one and two bedroom dwellings.
The project has been revealed a week after it was confirmed a Housing Plus development application for a 26-unit complex in Forbes Road was withdrawn from Orange City Council.
Housing Plus project director Justin Cantelo said the new complex, near the north Orange shops, would provide affordable housing for people over 55 years and young families.
"Housing Plus is seeking to replace the currently approved DA, for 14 two-storey, three-bedroom homes, with 19 one and two-bedroom single-storey dwellings, which is more appropriate for this neighbourhood," he said.

"The proximity of these homes to the north Orange shopping centre and new medical centre is a key feature of the development."
It is understood the DA for the complex, which is likely to have 12 two-bedroom and seven on-bedroom units, will be submitted to the council next month.
"Five properties currently share boundaries with Lot 99. We are currently reaching out to our neighbours to answer any questions they have," he said.

Mr Cantelo said the project was part of $30 million investment into social infrastructure in Orange by Housing Plus.
Housing Plus has two other projects underway in Orange with a 10-unit complex, named Mountview, in Lantana Place currently before the council.
Work is also in progress on a domestic violence crisis centre, The Orchard, off George Weily Place, which is due to open in April.
