Shooters, Fishers and Farmers councillors Sam Romano and Mario Previtera have been lobbying for an indoor option for Olympic target archery since last year.
They hoped it would give the Orange Bowhunters Club a warmer place to practise in winter as an alternative to their range on Lower Lewis Ponds Road and schools an extra choice for sport.
Cr Romano used a recent Orange City Council meeting to ask about progress.
"I've not heard a thing about it and people are still waiting," he said.
Community services director Scott Maunder said the equipment had arrived and was on site, and the council continued to seek a meeting with the bowhunters to start a club.
"We need the support of a local group to form a club because it's not something the council does, ie form a sporting group, we haven't be able to do that as yet," he said.
He said the council had also been in touch with the state and national associations for advice on how to progress a club and how the facility might operate into the future.
"The barrier at the moment is having a club to work with to establish it," he said.
There are currently no indoor facilities in the region.
