Councillor Russell Turner asked for a report into the committee at the Orange City Council meetng on Tuesday night given there had not been a quorum for the past two meetings and contact with the sister cities themselves, including Orange in California and Mt Hagen in Papua New Guinea, had been negligible.

He asked for schools to be consulted as part of the report to ensure they could continue hosting students from Ushiku in Japan.

Mayor Reg Kidd said links with Timaru in New Zealand remained active, with invitations extended to councillors to visit, at their own expense.

The report will come despite councillors approving a committee member to attend the Sister Cities Australia Forum in Perth, costing almost $2200.

Councillors supported a rezoning proposal for an equine precinct in principle, although concerns were raised about having horses in the vicinity of the Southern Feeder Road.

Orange Christian School also gained approval for its multipurpose hall.

Meanwhile, the bill for complaints against the council's code of conduct fell to about $9000 and councillor Glenn Taylor renewed his plea to give motorists parking on nature strips and poorly-marked lines a "fair go".
