The hall, plus two classrooms, a resource room and foyer, have been recommended for approval and would be built in stages, next to the trade training facility.

Costing $1.7 million to construct, the building would not increase the school's capacity, but would boost sporting activities.

Acoustic monitoring on the nearby Broken Hill railway line was not required because trains were unlikely to travel faster than 80km/h.

The council is also expected to lend its support for an extra 21 lots and bridle path for an equine precinct around Towac Park Racecourse, intended to allow horse-friendly housing in the area.

However, it is expected to be deferred until a developer contributions plan is formed.

Funds raised from the subdivision will go towards covering fencing and the underpass through the Southern Feeder Road, which will allow residents to access Towac Park without having to cross a road.

Subject to approval from the NSW Department of Planning, Industry and Environment, the area will be rezoned to large lot residential, capable of being subdivided into two-hectare lots.

Owners will be able to keep one horse per 4000 square metres of land.

Following public consultation, houses along Ploughmans Lane will be excluded because they are already smaller properties and unlikely to benefit from the plan, while a property on Pinnacle Road is also set to be left off because the owners wanted to continue running sheep.

Stables will be set back 20 metres to provide a buffer between horses and lawnmowers or motorbikes.
