My initial work was handed over to other people when all the boards in the western division of NSW decided to amalgamate their submission.

My work on the hydrology cycle was compiled by the District Vet in Broken Hill.

The study concluded that the hydrology cycle was on a 100-year cycle. What happened during 1902-1906 happened during 2002-2006. The worst drought in 100 years.

My studies of the hydrology cycle during 1919 is the same as we are experiencing during 2019 - drought.

History shows that it did not rain sufficiently until mid-1920. Therefore sufficient rainfall will not be received until mid-2020.

May I remind you that during drought it is prudent to prepare to catch all flood water when it does rain and when the earth receives good rainfall it is time to prepare for drought.

In 1931 there was a drought that dried up the Murray River. In 2031 it is predicted to be the same.

While 1955 saw massive floods whereby my horse swam me to safety at age four. The prediction for 2055 is for massive floods across NSW.

We all know that high IQ people are highly intelligent people but they all have very little subject knowledge and poor problem solving skills.

These people are the wrong people to be providing solutions for the problems of the 21 century.

The Governments need problem-solvers who are gestaltic thinkers. They do not have an IQ. The Government, industry and commerce need to employ these people.

1. The Governments need to build dams along the east coast and pipe the flood water over to the western water shed of the great divide.

2. There needs to be bigger dams built close to the western side of the great divide with smaller dams down steam to collect flood waters.

3. Along our great inland rivers wetlands and Billabongs need to be excavated to retain flood waters that can drain back into the major rivers.

4. There are bores within NSW that produce enormous amounts of fresh water that are close to country towns. Pipe this water to the country town water treatment plant.

5. The Federal Government must map all the surface and subsurface water in Australia and identify the recharge areas and discharge areas of all aquifers. Realising that there are terraced aquifers and overlapping aquifers.

6. The State Governments need to control the allocation of all water resources to all users.

7. The governments need to reduce demand on agricultural products that require enormous amounts of water. By toilet training toddlers at age two we can reduce the demand for nappies and enhance our biosecurity from super bugs being transmitted by sea gulls to food outlets from waste dumps.

8. Australia is looked upon by all nations to be the food bowl of the world. Every farm needs to have a cheap and secure water supply all-year round, every year. This can be done.

9. Every city, town, village and hamlet needs to have a secure fresh water supply. Why does a latte from MacDonalds in Wagga taste like algae. Wilcannia and White Cliffs have two fresh water bores within close proximity to their water treatment plant but the government provides water from the algae contaminated Darling River?

10. Politicians are all charged with the duty to improve the prosperity of all Australian and Australian animals and plants. The Great Creator places all the earth under subjection of mankind. All politicians in government are at the pleasure of the Governor General. If these people cannot do the job they need to be removed for the benefit of all humanity and the environment. There is a great deal to do and the problem solvers need to be employed.
