Planning consultant Premise submitted applications for the Texas-themed restaurant and Laser Clinics Australia to Orange City Council last week, with Lone Star to occupy the northeastern tenancy, which will include the al fresco timber deck currently under construction off Post Office Lane.
The Lone Star fitout will include a commercial kitchen, internal seating for 89 people and al fresco seating for 56 people.
It will also include some of the heritage features negotiated during the development application process for the building.
A four-square metre glazed area within the floor, located just inside the Summer Street entry, will allow diners to see the basement cellar below.
The spiral staircase, which used to lead down to the cellar, will be mounted inside the bar area as a feature diners will be able to touch.
Minor changes are proposed for the awnings, including closeable blinds and full-height glass to protect the outdoor dining area.
The awning will be fitted with roof-mounted heaters and lighting for improved function during the winter months and the application stated it would not affect the heritage value of the facade behind because it would show through the glass.

"Without the weather protection, the space is likely to prove less useable during the cold winter months and would lessen the active use of the Post Office Lane frontage," the application said.
A liquor licence would be sought separately and the business has applied to operate from 7am-11.30pm seven days a week.
Skin treatment business Laser Clinics Australia will take a smaller tenancy inside, including six consultation rooms and a reception area.
Orange City Centre currently houses 43 specialty shops, in addition to Big W, which will be increased by 29 once the redevelopment is complete.
Orange City Council is still considering both applications.
Best & Less has already been approved for the Anson Street frontage.
