THE development behind the Quest Apartment Hotel building has made a second application to change parking contributions owed on the development.

Last month, Orange City Council increased the parking contributions from $126,000 to $330,000 due to underestimates in floor area and staffing levels.
However, the response from Peter Basha Planning and Development on behalf of Eastern Developments, said at most times there would only be five staff working, not 15 and it was unfair to account for the midday peak of eight staff working.
The application said midday was a non-peak operating time for the hotel in terms of guests.
"The cleaners are only on site when the majority of the accommodation rooms have been vacated," the report said.
The application also asked to change one of the twin guest rooms to living space for the manager, reducing the number of units available to guests.
To account for the remainder of the 92 spaces, the applicant submitted revised parking arrangements, which would allow the general public to access up to 14 spaces to use the cafe and retail parts of the site between 6am and 12am.
Four levels of valet parking arrangements would then come into play for the units, providing up to 93 spaces depending on the number of bookings expected.
However, the application argued the top level of valet parking was unlikely to be needed because it would mean all units were occupied, all staff were onsite and the remaining facilities were all operating at capacity.
The modification is on public exhibition, the council is yet to assess it.
