It represents about four per cent of the 3681 parking fines issued in the city in that time which is just below the state average of 4.14 per cent.
Revenue NSW figures have also revealed that 627 parking fines have not been enforced in Orange in the past three years.
That is 3.16 per cent of the 19,802 fines issued since 2016 and just below the average for the rest of NSW, 3.4 per cent.
A total of 627 fines, representing 3.16 per cent, in Orange were not enforced between January 2016 and June 2019.

Revenue NSW said there was a number of reasons why parking fines were not enforced.
"A decision by the issuing authority, a first offence for permit display, a vehicle breakdown proven, a valid ticket supplied, the driver not being the vehicle owner at the time of the offence and a faulty meter," it said in a statement.
The number of Orange drivers who had their fine overturned is well above the situation in Bathurst where only 1.8 per cent of parking fines were overturned in the past year.
However, that has not been implemented.
Revenue NSW said people wanting to have a parking fine reviewed and had not paid the fine needed to request a review by the due date of the penalty.
If motorists have paid the fine they have 60 days from the date of the penalty being issued to request a review.
The Revenue NSW statistics showed the majority of fines were issued in Orange, recording more than three times the number of infringements of any other area in the Central West.
During the seven-month period from July-January 2019, 4689 parking fines were issued to motorists in Orange.
Those fines raised $639,345 - the equivalent of more than $3000 every day in fines.
Revenue NSW figures also showed that in the last financial year councils across NSW raised a total of $182 million from issuing 1.1 million parking tickets for various offences.
