Orange City Council voted in favour of the measure on Tuesday night, faced with a warning from the state government it needed to have the project under way by the end of the year in order to keep the $195,000 grant.
Councillors Stephen Nugent and Joanne McRae pushed for toilets in Perry Oval, Glenroi Oval and John Lomas Skate Park, but were outvoted by their peers, who said Orange's CBD park needed the facility.
It came after the Orange CWA branch confirmed its opposition to co-locating the toilets with the CWA Hall.
With McNamara Street also ruled out, the toilet will instead be placed between the central and northwest paths and will require a tree to be removed.
Community services Scott Maunder said the tree in question was not in the best of health.
Staff will have the responsibility of deciding which of the toilet designs will be most appropriate for the space, with a DA yet to be lodged.
The DA is expected to return to the council in September for approval, with a tender process run simultaneously to ensure work can start promptly.
