Orange City Council approved the modification on Tuesday night, paving the way for the building's completion.
The application from Eastern Developments had also asked for previously approved screens covering a number of balconies, designed to soften the bulk of the building, to be deleted.
But the council report did not accept removing the screens altogether and instead suggested an alternate design, where screens would be mounted at the ends of the balconies.
Mayor Reg Kidd said he and staff met with Eastern Developments on Monday and the applicant was satisfied with the conditions proposed.
Councillor Kevin Duffy said it was a great result.
"I know some people have disagreed with our heritage adviser but when you drive past, it actually enhances the old Canobolas chambers," he said.
