Central Western Police District Chief Inspector Scott Rayner said the man had paid for one bottle of the spirit, which was valued at $57, at a liquor store in north Orange, but did not pay for the second.
He said the man was described as being of Aboriginal appearance, aged in his mid-20s-30s, with short, shaven black hair and was wearing a black hooded top.
Police are examining CCTV footage of the incident, which occurred at 7.40pm on Saturday, to help them identify the accused man.
In a separate incident an Apple iPhone was stolen from a car, a silver Ford Ranger utility, parked at Sir Jack Brabham Park on Saturday morning.
Chief Inspector Rayner also said a woman, 30, from Blayney had been charged over the theft of personal items, a watch, clothing and alcohol from a Dora Street house between 8.30am and 5pm on Monday.
He said the woman was charged with break, enter and steal, self-administering a prohibited drug and was also in breach of a bail order.
