The government has hinted at the announcement of funding for the multi-use complex on Orange City Council-owned land being part of the state budget in the past two months.
Treasurer Dominic Perrottet will hand down the budget on Tuesday night.
Realistically it will probably be staged over a couple of years.
- Phil Donato, member for Orange
Premier Gladys Berejiklian promised the funding in Orange during the election campaign on the proviso that voters elected Nationals candidate Kate Hazelton but that did not happen.
When the victorious member for Orange Phil Donato called on the government to affirm its commitment in parliament last month he was told to "wait for the budget" with the government later indicating the project would go ahead.
Mr Donato said he did not expect the government to deliver all $25 million in this budget.
"It will be interesting to see just how much is provided. Realistically it will probably be staged over a couple of years but we will see," he said.
"It will probably be back-end loaded with a greater amount toward the end of this term," he said.
Mr Donato said he also hoped the budget would provide funding for rail and road transport infrastructure.
He welcomed the government's announcement last week to provide $355 million drought assistance in the budget. "My concern is it might not be enough," he said.
Orange mayor Reg Kidd said the chances of getting the sports funding were "I think very good.
"I've been told by the Premier and the Deputy Premier [John Barilaro] that it's going to come. I don't think it will come in one hit because we've got a lot of planning to do," he said.
However, Cr Kidd said earthworks could start if funding was provided.
"If they give us the dough I'll come home [from a local government conference in Canberra this week] and jump on the bulldozer myself," he said.
Cr Kidd said he also wanted funding for establishing a health precinct at Bloomfield as part of the Activate Orange scheme, funding for active and passive use of Mount Canobolas including a mountain bike park and for transport upgrades.
Federal member for Calare Andrew Gee said he wanted more drought funding.
