A number of residents have already been to the council's Your Say website, which includes a survey and space to make comments or requests.
Seventeen residents submitted comments asking for a playground inside the Wentworth Estate, while seven others asked for more equipment across John Lomas Skate Park, the velodrome and Anzac Park.
Five asked for footpaths in various locations, while four asked for a bulky waste service.
Perhaps the most unique suggestion was for an all-ages slide from the top of Orange Regional Museum's roof to ground level.
Orange Residents and Ratepayers Association president Colin Young said car parking needed to be a priority in the next 12 months.
"We desperately need a multistorey car park - the Ophir car park is the obvious place," he said.
He said it could be easily staged with additional levels built as money became available.
The survey asks respondents whether they support the proposed $15 million expenditure each on the Southern Feeder Road and the CBD upgrade, whether the planned upgrades to Wade Park are a priority and whether $350,000 for the year is enough to spend upgrading footpaths.
Other, smaller projects include $1.2 million on the Blackmans Swamp Creek stormwater harvesting scheme and rehabilitation, $900,000 for Gosling Creek improvements, $100,000 for extra cycleways and$88,000 resurfacing Sir Neville Howse Stadium's netball courts and investigating an expansion.
Another $34,000 will be spent improving the council's caravan park, $31,000 improving Orange Civic Theatre with $25,000 allocated each for Lucknow, Clifton Grove and Spring Hill.
Meanwhile, the redevelopment of the Moulder Park netball courts, the sporting precinct, a chairlift to the summit of Mount Canobolas, a Cobb & Co display and refurbishment of the community centre have not been included.
A solar panel rollout and street art were also left off the list.
Residents have until 5pm to make their voices heard - click here.
Councillors will consider the budget on June 25.
