Shane Reed was outraged when son Jeremy was fined for parking on the verge outside their Annis Avenue home.
The fine was $263, set by the state government.
"That's more than you get for a speeding fine," he said.
"Everyone knows speeding's illegal, everyone knows drink-driving's illegal, but not this."
As with a Lords Place resident, who was fined for parking in his driveway in a way which blocked the footpath, Mr Reed said his family had not received a warning.
Picking up on the number of people being caught recently, Cheney Suthers Lawyers issued some information on social media stating the rule forbidding parking on a nature strip or blocking a footpath came into effect on 2014 and authorities were not required to issue warnings.
Orange City Council spokesman Nick Redmond confirmed there had been two rounds of warning letters to residents, with about 100 letters sent to addresses in Matthews Avenue between Annis Avenue and Kearneys Drive, and in Park Street around Bowen Public School.
Warning notices were also on cars around Leewood rather than a ticket.
Both followed complaints.
"We try to contact as many in the relevant area as possible, but there are limits and sometimes people will miss out," he said.
