The decision on Tuesday night will determine where the state government's $220,000 Stronger Country Communities grant, originally allocated to Robertson Park, will be spent.

A report evaluated the park, Orange Showground, John Lomas Skate Park, Glenroi Oval and Perry Oval, included how often the parks were used and the current distance to amenities.

Glenroi Oval and Perry Oval had no facilities, but while Perry Oval - located on Clinton Street - was highly used after school, the report said Glenroi Oval was only lightly used due to the lack of structured activities.

Robertson Park was recognised for its high traffic volumes during the week, but also mentioned the four nearby alternatives at the Civic Centre and nearby hotels.

The skate park, heavily used outside school hours and on weekends, and Orange Showground both had alternatives within 250 metres.

Based on the analysis, the report ranked Perry Oval first, followed by the skate park and then Glenroi Oval.

"The location of these sites, ie non heritage sites, would enable council to install modular amenities such as was recently installed in Spring Hill, albeit Council would install a three-cubicle version," the report said.

The report costed the toilets at $35,000 for the unit and up to $50,000 for the water and sewer connections.

Another design had been drawn up for toilets at the skate park in 2014, which have been estimated at $100,000.

Five designs drawn up for the Robertson Park toilets during the years were included in the report - one was from 2014, one from 2016, two from 2017 and one from 2018 ranging from $175,000 to $550,000 to build.

Councillor Glenn Taylor said he didn't care which one they chose, but the facility needed to be in the heritage park.

"Just do it," he said.

"That's what the government grant was allocated for and that's what the community expects - to say people can go to hotels is not enough."

Cr Taylor said if the council deemed toilets necessary for Perry Oval and other parks, funds should be allocated in the budget.

"Don't blur it with the Robertson Park issue," he said.
