Scott Anthony Harvey represented himself in Orange Local Court on Monday charged with driving with an expired licence just before 5am on February 23.
Police said Harvey, of Gardiner Road, was driving a Toyota Camry along Glenroi Avenue before officers stopped him near the intersection of Adina Crescent.
Harvey told officers he had lost his wallet, saying, "It's hard to know when it expired when I didn't have the card".
It was his second fine for unlicensed driving since September, with five in 2014.
Magistrate David Day quizzed Harvey on whether he thought about obtaining a current licence before he went for a drive.
Harvey replied he would get a licence, prompting Mr Day to fine him $220.

Mr Day also disqualified him for three months.
